  GRAHAM TOWNSHIP BOARD OF SUPERVISORS

MARCH 10, 2014

 

 

Chairman Jeffrey Williams called the Regular Meeting of the Graham Township Board of Supervisors to order and the salute to the flag.  Supervisor Ivan Kyler and Steve Condo were also present.

 

Open bids for the 2014 Road Project

Sealed bids were opened for the upcoming road projects on Pinchy, Spring, Turner, Center Hill Roads, and Shady Lane in Shady Acres.  Four bids were received, with the low bid coming in at $320,601.45 from Glenn O Hawbaker.  Williams made a motion to award the bid to Hawbaker, pending approval from the state Department of Transportation, Kyler seconded and the motion with all voting unanimously.

 

Public Participation:  None

 

Minutes:  Williams made a motion to approve the minutes of the February 10, 2014, Kyler seconded and motion passed with all voting unanimously.

 

Treasurer’s report:  Williams made a motion to approve the Treasurer’s Report, Kyler seconded, motion passed with all voting unanimously.

    C.  Engineer’s Report

    Joel Albert reported on the status of the Fairview United Methodist Church matter. He stated that the deeds did not match the survey.  Joel will meet with the surveyor.  He will not be charging the church for this work.

    D.  Solicitor’s Report - None

    E.  Road Master’s Report (Ivan Kyler is backup for Steve Condo)

    a. More rock salt was ordered

    c. Chairman Williams reported, there were several complaints that the roads were not     cleared enough, during the last snowstorm.  The calls included one from PennDOT.  A report required from PennDOT was turned in by Williams.  Williams stated in his report that he had a meeting with employees and made some changes in the way things were done, and they now have a working plan to get the roads cleared  He also noted some problems often encountered by the employees.  He described the township’s involvement with helping in the Interstate 80 pile-up during the storm.

     

    F.  Neighborhood Crime Watch

           Kyler reported that several mailboxes and signs have been knocked down or are missing.

     

    Old Business

     

    Investment Plans

    The supervisors discussed the pros and cons of investing some of the turn back funds.  It was tabled for another time.  More information is needed.

     

    Unpaid Bills

     

    Williams made a motion to pay the unpaid bills, Kyler seconded and the motion carried with all voting unanimously.

     

    New Business

     

    EXCO Resources Inc.

    EXCO sent a letter renewing the term of their road bond through February 18, 2015.  The supervisors discussed the fact that EXCO owes the township for some work that was done in 2011.  The secretary was instructed to contact EXCO to remind them that they still owe a bill for $460.29.  Also, inform them that the renewal will not be approved until the bill is paid.  If this plan is not successful, Solicitor Sobel will attempt to reach an agreement.

     

    Discussion on purchasing a new truck

    Kyler addressed the matter of purchasing of a new truck, noting, for one thing, the cost of repairs on the older truck.  Williams disagreed, saying he was in favor of purchasing a used truck.  Following a lengthy discussion, it was agreed to hold a work session meeting to discuss the matter. 

     

    At this work session, investing will also be discussed.

     

    Adjournment

     

    Williams made a motion to adjourn at 8:40 PM, Kyler seconded and the motion carried with all voting unanimously.
